Did Mullen make a steel guitar at one time with a key-head and the tuners as one piece? If they did, who made this , Mullen or did they have it made?

Those were machined by Del Mullen. They crafted the housings and bought the gearing from a tuning machine manufacturer, Grover, I believe.

I had a 92 or 93 Mullen with those keyheads. Pretty slick.

Erv,
These are for a D10, and I’ll sell you these and you can put them on a steel yourself.

Yes they were built by us. Back in the day we could not get tuning keys for awhile and we had to make our own keyheads with the built in gears. They were quite awesome but very difficult to make lol.
