I found this in my dad's shop. I've been assuming it's some sort of changer. Anyone have an idea?

Early pull/release changer. Not for sure what brand.

From the different lengths of levers, I wonder if it was someone's work in progress. Looks like the string pins had not been installed yet. Or the plan may have been to run them through the top hole from the front side and wrap them over the finger.
I am guilty, Done something similar about 1970.
