Can anyone here tell me what year this Ricky Panda was built? Given the string thru design and 1 1/2" horseshoe pickup I'm thinking it's a wartime era guitar but I don't know how to pinpoint what year it was built. Can anyone help?

From what I know, an exact year could be difficult. It is of course a "War time" as you know. White celluloid plates replaced metals needed for the war effort.
I checked Rick Aiello's website. The earliest war times used white enameled steel plates which soon changed to celluoid. Interestingly, from the picture yours doesn't look like it has recessed lines around the frets typical of that time, but everything else fits.
Rick Aiello writes:
"The switch to white enameled steel plates, volume/tone controls on the same side, and frets outlined in white occurs just before C2300.
Around C2400 they began the switch to plastic plates and tuners with white plastic buttons.
They continued this version through the war and switched back to metal plates at C3100."
