It just dawned on me that I don't understand the physics of a 'pull' lower.

Stretching the string for a raise makes sense, but how does a 'pull' on the string lower the tone?

It's because of the design of the changer finger.
You're not pulling on the string, you're pulling on the changer finger.
The all pull pedal steels use a "scissors" type finger, as compared to push/pull or pull release type guitars.
That's what makes the pull lower possible. Very Happy
