Thanks for the response folks. The problem is in tge changer finger alone. With all possible hardware removed from the changer finger you can activate the lower part of the finger and it still will not return properly. Something down inside
the finger itself. You just cannot see it while it is on the changer axle. It will have to come off the axle to see what it is. Also looks like the metal neck will have to come off to get the axle out. Then end of the axle sits slightly below edge of the neck.

Not sure why it was designed that way but that is the sad story.

Two things come in mind one is there may be an old broken string end down in there somewhere or number two a rod that is sharing the pull on another string is holding back the string thats not returning. If thats the case loosen up nylon tunner on other string then check one in question. Hope this helps Bob

other things to check: pull rods or cross shaft binding, check bearing surfaces and lube lever reverser etc

I believe string 3 Lower ( C6th) is on the the same lever with E9th changer pulls , typically RKR. Loosen the E9th lever pulls, 2nd and 9th strings, see what happens. You may be looking at a symptom rather than the source.
