Question about a BMI Guitar.Cant get my 1rst and 7th strings to pull a whole step when they do they keep coming up sharp.

try backing off the nylon tuning nuts completely, then tune one at a time...and see if individually they come up sharp..

make sure there is nothing binding on either of the rods as well..

do you have any other pulls on that same lever ? If you do be sure to back it off to completly free as well...

I've got an older BMI and here is how I have 1 and 7 set up on my RkL lever.

Both rods are connected in the top hole of two on the raise changer. Both rods are connected to the bottom hole of the bell-crank. (That's the bracket on the cross rod and by bottom I mean the lowest hole, towards the floor, if the guitar is set up to play).

Mine works just fine and it is not overly stiff.

That is not an uncommon problem with BMI's and you might consider drilling a hole as close as you can to the top of the bellcrank to give yourself more leverage.
