When I raise my E to F# sharp on my 4th string and then lower my 4th string E to D# it hesitates like something is stopping it. It binds then pulls through only to pop upon releasing pedal C....however lowering the 4th string first then the C pedal it is fine....I have looked for ball ends and haven't found any....flipped it over on the kitchen table put a mirror so I could see the fingers....not sure if the problem is there or on the rod from my lower and C pedal rod, since it works the other way fine. Is the raise preventing the lower? Not enough slack? Help

What make/model guitar? Is it all pull, pull-release, PP? Different causes and potential solutions for different systems. I am assuming by your raise-then-lower description it is all pull. If so, is there a raise helper spring on 4? If there is, try disconnecting it, this could cause an issue like what you're describing.

Is this a new problem or has it always done this? More info and detail will yield more useful responses here.

Derby U-12 yes all pull I never noticed it until a couple weeks ago....I never played this particular song on this guitar my other 2 never did this....
