Those fret markers are a Williams hallmark. Maybe some sort of very early build or prototype?

I think you should send an email to Williams, along with a picture, and ask if it's his build.

My first thought was a very early Williams as well. I sorta remember seeing something very similar many years ago in a music store in Minneapolis, MN.
