Can anyone tell me the year of this Emmons serial #898L and is it a Legrande or Legrand11?

Counting the prototypes. LeGrande serial #'s ran from 001-L to around 2600-L. I think you made a type 0 or misread the serial#? The first # of the serial # you posted makes no sense. As there was less than 3000 built.
