It needs a lot of adjusting seems everything is there and works except one lever which all the parts are there but it doesn't work (I think something is loose and something broke). looks decent cosmetically black lacquer
I'm thinking about buying it so I want make a serious reasonable offer.

No such thing as a LATE 60s wrap around. If it's a wrap it will be earlier. Pictures will be a huge deal if you're looking for a solid answer ok.

Thanks my bad, it's a cut tail black.
Can't get picture thought maybe I could get a educated guess minimum maximum sort of figure.

Tough question because so much depends on its condition. And without pics.....

The repair could be easy and if I were to hazard a guess it isn't any big thing. Of course, some problems can be major fixes.

Asking prices for push-pulls run the whole gamut. I would suggest you spend a hour or so going through the For-Sale section for Emmons. That should give you a range of the dollar figures you're asking about.
