These Goodrich steel drivers and matchboxs etc. are they only to be used in conjunction with the volume pedal. or can a person use them with a lapsteel etc with no volume pedal for effects. I don't know and thought I would ask all of you who are in the know thanks

You can use them with anything. They are just active impedance converting units, a form for pre-amps.

Thanks George I was thinking about using them on instruments other then a pedal steel and didn't know if it would work or not thanks

There's nothing, AFAIK, designed for steel that won't work on almost any other electric instrument. The pedal steel has extremely high output pickups, but can be played gently to produce low levels.
The pedal steel also goes far lower than guitars and almost anything that's not a keyboard or bass.
If it works on steel, it's almost guaranteed to work on anything else (although it might not sound as cool.
The flip side does not always work:I've had several chorus boxen that went hairy if I picked hard.

Yup. You could "dobrify" your electric guitar, your lap steel, your Tele, your electric ukulele, or even your electric banjo.
Perhaps the electronic resonation would work better on a banjo than the actual resonator cone. The Seldom Scene recorded a couple tunes with the "5 string Dobro" and Ben's opinion was that it "was a good way to spend a grand to get the sound of a ten dollar mute. "
