The "Crawford Cluster" has 4 levers on the left leg, does it not? I think John Macy plays a CC guitar.

I have a couple of pedal steels with 4 right knee levers.
Two for E9th and two for C6th.
You pull down the two corresponding to the neck you are playing. |

I tried it, but found it difficult to not accidentally stomp on the volume pedal when I used it, and took it off and put the change (G# to G natural) on a zero pedal instead.

The full "Crawford Cluster" has 5 levers on the left leg: 2 LKL, 2 LKR, and LKV.
At least as of the publication of the "Manual of Style" book, Terry Bethel had 4 on the left leg (only one LKR) and 3 on the right leg (two RKL). |

All but one of my guitars have the 5 lever cluster on the left knee (it has a four). I tried a dual RKL on one guitar and eventually took it off.

I use two RKL's pretty much positioned as Darvin's picture shows. My secondary RKL is outside and I use it for E9 changes that only require a short throw. Like middle G#-G-F# and middle F#-F. It's also good for the B's to Bb. etc etc
If my back was good and I wasn't lazy.  I'd have my E's on right knee's. And hang everything else, (Clusters) on the left side. More miles to the gallon that way as the E lowers and raises will mix with about anything you can hang on the left side of the guitar. And most important, for those of us with back issues. More comfort. Cause if a lick is uncomfortable to play. It's going to sound that way.  If you only have 4 or 5 knees no real big deal either way.

I have one single 12 guitar with 8x8 which has a left 5 lever Crawford-style cluster and a RKR and TWO RKLs
For ME, staggered RKLs are difficult to use without them messing with the volume pedal. I have no problem with the staggered LKLs or LKRs but the ones on RKL just didn't fly for me because sliding back to get the lever closest to BACK apron causes my foot to shift on the volume pedal beyond my control.
Just a matter of preference and feel.
