It's clearly Reams. Here's another pic with the same guitar.
I don't know how to contact him, but I think he used to play with Dierks Bentley and may be known around the Carolinas.

Muskrat is currently playing in the Sutters Gold Streak reunion tour. I saw them earlier this year and he is sounding great.
