I'm starting up a nonprofit, Steel Resolve, that is going to provide steel guitars and lessons to kids across the country. I'm not a lap steel player (yet), so I'm not very familiar with the builders.

We're looking for something that will be resilient against the rigors of use from a ten to sixteen year old player, that won't break the bank. Basically, the best cost effective option.

What would you recommend?

I agree with Erv on the Rogue. Also, the SX brand is a nice guitar as well and wont break the bank.

Yes, the SX is also good bang for the buck. You can get this one, complete with legs for about $20 more:
