I seem to recall a small group trying to pull together a couple of years ago a program to help young players get started on pedal steel by providing free or low-cost instruments and instruction. Does anyone recall who that was, or have a link to that post?

Gary, thanks for the link. The post I think I'm remembering was a bigger project and a shout out to help get young players into pedal steel guitars with some basic instruction, seemed more of a general project, rather than a specific one-off give-away. Anyone else recall that and/or who was behind that effort?

They were at the ISGC last year.
