This guy was in Kansas City recently and he wasn't playing pedal steel:

The instrument might be made by John Gray. Dave used to live in Champaign,IL, as did John. John repairs and builds instruments. I'll see if I can find out.

awesome love it. I can't decide if its his tuner, delay or intonation but all the notes are right but just a few cents out and it bugs me.

Dave says it's an Iseman made in Honolulu. Wish I could play mine like that!

Dave says he can't post to the forum right now, but wanted me to pass along that hopes to make a new video soon playing this Iseman through a Vox acoustic amp. Stay tuned

Thanks, Dyke!

Also, the cool thing about this vid is that he used what's recorded here as a solo section to a vocal tune (Ghost Rider's in the Sky) which he sang - I started recording late. Super-creative and unexpected. Not just a stand-alone bebop tune.

Maybe the tuning issue that you hear may be due to Mr. Easley's almost complete lack of any vibrato.

I'm thinking maybe he is using harmonic tuning rather than equal temperament.

As John Ely points out here:
