Is there a Pick Up that would attach just under the strings and on the outside of the neck?

Yeah--I'm no longer making the rig that Rick is remembering but here's what will work:
The Lace Ultra Slim fits under the strings. A couple of people found that the magnetic field is a tight fit from string 1 to string 10. My experience was that it was ok.

Being a 12 string player myself, I was frustrated until I found Jerry Sentell.
I believe the NC-17 is the model I got. If you work with him, tell him your exact application and the measurements you need to make sure you guys are on the same page. I was very pleased with the product.

Thanks for the responses. I'm going for the Lace Ultra Slim. I have a Sentell NC 18, but I would like to try the Lace...I'm looking for a unique sound; isn't every pedal steel player????
