Tone settings for Gold Tone Lap steel

here is my Issue Guys.. I am very happy with my Gold tone 8 string Lap steel.. however I have difficulty getting equal column out a the lower 5 strings.. the top 3 strings are much louder.. it's a single (stock) pickup and I have already raised the pickup to make it closer to the strings .. Does anybody else have this problem?...Would a change in pickup increase the overall volume balance between the wound and plain strings?...I have tried changing EQ a lot and it don't seem to effect it.. maybe installing two pickups would help? Please advise guys...
