My new (to me) MSA classic D12 has a volume pedal bracket on the pedal bar that looks like it was factory installed.
A hole in the upper rail, straddled by two protuding brackets, about 1.5 inches to either side of the hole, but on the bottom rail.
Looks like an Emmons might fit there??
Does anyone know what SHOULD be hanging there?

Sounds like an Emmons volume pedal bracket to me. A lot of Emmons players added them to other brands of guitars so they could continued using the volume pedal they were used to. It's possible that MSA added that at the time of manufacture as a favor to the buyer.

Andy: My D-12 came with an MSA volume pedal.
As best I can recall, there was a pedal rod end attached to the front of the VP and a pin for that rod end was also attacehed with a ball chain so it wouldn't get lost. When the VP rod end was placed into the pedal bar; the pin was inserted thorugh the upper hole to hold it in place. The two lower tabs were used to keep the pedal from tipping either sideways.

Also noteworthy about the MSA VP was that it used a shaft gear on the pot and notched bar to turn the gear on the movable top plate, just as the old DeArmond foot volume used but with newer technology materials.

Yes, an Emmons or an MSA pedal would work.

No, I wouldn't recommend either one of them.

Goodrich & Hilton look to be very popular.
Does anyone know what the Ernie Ball is like?

As fate usually does with these matters, I have found this same bracket from my Old Faithful MSA D-12. Anyone who has a need for it needs only to ask and I will send it to you. Providing of course, you give me an address where to send it to. It's old and with the original screws and needs a cleaning but I want to leave it like I found it for ident reasons.

Regards, Paul
