ID Really old pedal steel

Looking for any information on this old "dear". I just repaired the cables for the collector who owns it.
I seem to think it is a VERY early Fuzzy. It's 8 string with 4 pedal cable pulls which can be set to pull any string/s.
The pedals are turned around so you can see them (you play from the far side) and the tuners are next to your picking hand with the pulls the other end. It has a roller nut. There is no ID or serial numbers on it. Everything still works on it !!
Any recollections would be appreciated.

I'm no expert by a long shot but I think Michael could be on to something. The pickups do have that Japanese look to them. In fact they look a lot like the pickups in the close up of the other guitar on that page. It also has those rocker switches like you often see on Teisco and Guyatone guitars. Did you notice if the tone cap was Japanese?
