The steel guitarist is David Keli‘i.

The tuning sounds to me like a 6-string E13, high to low:

E
C#
B
G#
E
D

On second though, I think the tuning more likely has the C# on top with a low E bass note below the D. This would be an easy one string tune-down from the old E7 which David used extensively.

This solo has haunted me since I first heard it years ago on that Cord comp. I finally figured out it was David Keli'i as Jeff said, but only after some sleuthing and a lot more listening. I should have just asked! It wasn't apparent to me since it's slow, and didn't (to my ear) have his signature licks all over it, but the tone and style is still there. It's still one of my favorite breaks. Just gorgeous.

Just so you know the Internet is not International, that video is blocked here in northern Australia. This problem shows up often with Youtube. Fortunately, I have the Cord compilation Legends of Falsetto which is one of my all-time favourites. Michael Cord's contribution to the preservation of Hawaiian music was almost without peer. Vale MC.
