Good looking and very clean Boss RV-3 from 1994 with the pink label. No velcro. This is the one that you want. $120 shipped.

Is there any functional or construction or chips difference between a pink label RV-3 and my grey label RV-3 made in Taiwan?

Looks like the pink label OP has pictured was also made in Taiwan. Whatever the difference is, it's not country of origin.

John - I really enjoyed your interview on the pedal steel podcast! I've heard that the tone of the repeats has more character with the pink labels than the gray. I have friends who swear by it. Because it's what my friends have - I've never directly compared!! I've also heard that there's an internal trim pot in the gray rv-3 that can be manipulated to sound a little more warm like the pink ones.

There is absolutely no difference between the pink and greys. I've had both, they sound and work the same, I've asked around too, and the answer is always "no difference"
