I know that Paul Franklin is one of the best and most experienced steel players living. But still I admire his courage to play, as the only musician backing up a singer, in front of millions. Nerves of steel, I guess.

Great job by both Lee Ann and Paul. As stated, Paul played as a backup and did not overplay and allowed Lee Ann to sing the song. What an honor to be asked to play such a venue and especially play our National Anthem.

Any comments on Paul Franklin's incredible sustain? Is it:

Franklin steel
+
Volume pedal technique
+
Reverb

Is there something else in the signal chain helping out?

VERY fine singing and playing, with a whole lot of feeling.

First and foremost, I would say his hands. Picking and bar pressure can have a profound affect on sustain. The rest of the things you listed help out.
