Does 4900 seem too light. Keep them original at 4900 or rewind heavier? It's an Epiphone. They aren't as loud as my U-12 guitars. Would it help to re-magnetize them?
The pickups are mounted inside wooden covers and shellaced in. I think it's shellac? The shellac is brittle and packed around the pickup. But, I'm not sure the pickups can be removed from it without destroying them? Can they be re-magnetized without removing them from the wooden covers?

Magnets can be re-magged without disassembly if both poles are available. Are these individual magnetic pole-pieces or is there one (or two) big magnets powering the pieces? More info needed!

If they can't be re-magged or otherwise I'd tend to put the original pickup aside and experiment with new pickups... there certainly is no shortage of pickups to try, even for eight strings... the latest heavy-metal craze in guitars is eight strings, so the market has opened up recently AFA humbuckers etc. If the assembly is shellaced then there's nothing you can do to the coil itself. 5K is about right for that vintage, re-mag should wake it right up I'll warrant.

Yeah, 5K is about right for that guitar. That's what gives it the vintage sound!

A few years ago I did some recording with an old Supro that had a pickup reading only 3.5K Ohms. It was exactly the tone I was looking for.

The pickups have individual screws under each string, but the bottom of the pickup looks like flat metal. I'm guessing a flat metal magnet on top also, with individual string adjustment via the flat magnet tapped out and threaded? So, maybe they can't be re-magnetized. I might be able to get the pickups free from the original wooden covers and mount new pickups into them to retain the character of the guitar.
Or keep it as is and just turn up the preamp.
