I ran into a guy with a problem. His 4&8 lower lever works fine lowering 8 BUT it won't lower 4 a full 1/2 tone. What could cause this and HOW DO WE FIX IT???

First guess would be that a 4th raise is not letting the lower move the string the required distance.

With a P/P system the raise over-rides a lower.

There are a lot of steel players in Ohio, many of whom play a push-pull. One could do a search of this site to find who and where they are. It's pretty likely that some live near you.

I'm sure that 100% of them would be happy to help you and the fix would probably just take a few minutes.

There needs to be more slack in the pull rod for that string.

loosen the collar on the raise rod for number 4. (or both 4 and Cool...set the lowers....readjust and tighten the raise rod allowing necessary slack as everyone is saying. no big deal and easy fix.

why do i get a stupid smiley face when i type in 8?

Before you change anything, did this problem just start happening when the lower used to work just fine? I would examine what has changed since it was last working properly. If it never worked properly, and the strings are the correct sizes, then follow the advice above.

Chris, if want to put an 8 inside parentheses, you have to put a space between the 8 and the ) like Cool because the forum thinks that if you leave it out, you're cool.
EDIT: you need a character, a blank space doesn't work either. Perhaps do it the other way, like (or maybe 8 and 4)

Simple thought...but it has screwed Me up more times than I care to mention, check the string gauge,
