I wouldn't put a 15" speaker in a closed-back cabinet that was that small. |

What Donny said.
The optimum size of port in a given cabinet depends first on the nature of the speaker itself, the enclosure then being designed around those parameters. As Donny mentioned, the small cabinet you describe is WAY small for a driver of that size.

Assuming you can get the Thiele-Small parameters for the driver:

It will design the optimum cabinet for you. If you're stuck with an existing box, you can play with the parameters of the port.
The Galien-Kruger 1X15 bass cabs tend to be optimum; anything smaller than that and you'll lose sound. And you can't just port any cabinet to be optimum; ports can be overdriven.
This being said, you may not want optimum for steel. But you probably do.
