It's in C and the lick is over the 5:

At the third fret pick strings 8 & 5 with the bar on the 8th string but the 5th string open and not fretted. As you pick lower the 8th string a half tone with the knee lever.

With the knee lever still lowered - pick the 8th string at the 4th fret along with the 5th string still open and not fretted. As you pick slide the 8th string down to the 2nd fret with the 5th string ringing open.

With the knee lever still lowered resolve to the 1 by picking 8 and 5 at the first fret. Both the 8th and 5th string are now fretted sounding the 3rd and the root of the 1 chord.

So in this run you are picking the strings three times.

(I'm just saying - I could have it wrong)

This is one of the clips where no information about the musicians was provided on the album (as usual in those days, 1969). The singer is Jack Greene and the steel player (I am sure) is Jimmy Day. If you compare this track to Jimmy's instrumental version on the "Steel & Strings" album, you can hear Jimmy's distinctive way of playing.
