I have a Hardwire dl8 delay looper if you can use one like that. Don't have the wall wart but they arn't hard to come by. Does have the lock for it. Ron

In that price range you might look at Dan Electro.
I have one I use for the Tele... Not so bad.
Never tried it on steel.
