I know that the term E-9th refers to the tuning and the way the steel is set up. But what are the 4th and 8th string E's the 9th of?

E9th refers to the E9th chord, which contains the notes E G# B D and F#. All of those notes are present in the E9th tuning.

The 9th is the F#.

b0b is correct.

The term E9th does not mean the "E" note is a 9th note. It means it is the "signature" key note and designates not only the particular Key; but the root note of THAT key chord.

The 9 means it contains the notes that b0bby listed in his post.

Examples:

C7 would contain the following notes: C E G and Bb.

D9+5 would contain the following notes: D F# Bb, C and E.

and so on.
