There are quite a few recordings of Donna Darlene (Mrs. Shot Jackson) on YouTube. These two especially sound to me like Buddy Emmons on steel. Am I right? Are there others?

Very Happy Sounds like typical classic Dickie to me. Very deliberate, full chord movements, great. ...

I bought the entire Donna Darlene CD/LP collection of of a seller on ebay. Some great BE picking and great dobro (IMHO) by Shot. Shot also plays a great pedal steel on some Kitty Wells and Johnnie and Jack cuts if you like the old pedal style. Great feel and fat Sho-Bud sound.

Peter,
It's Buddy Emmons on both tracks. These tracks are from the LP "Girl On The Cover".
I have this album and on the cover the credits say Steel Guitar: Buddy Emmons (only).
Also on YouTube from the same album is "Biggest Thing In Vegas".

Thank you, guys. My faith in my ears is restored (not to slight Dicky Overbey, a great player). I'll be on the lookout for more Donna Darlene cuts with BE.
