I am looking to find a Pedal Steel Guitar Instructor. I am located in Orange County NY.

Fred, look on the Carter website. Theres a list of guys that teach on that website. I think you might find on there. If not, find someone that plays decent in your area and ask them. Wont hurt to ask. Good luck, bob

Bob Brocius in Kingston,NY is reported to be a great teacher, I've known several of his students. He was sick last year so I don't know if he's still teaching- well worth a try.
