Can someone direct me or explain the 4th Franklin pedal to me. What does it do?

It lowers strings 5,6 and 10 a full tone. I've split these changes across a floor pedal and a knee lever. You can hear some of the Franklin changes and see some of the advantages of splitting the changes here:
