Considering the 10th string on an E9th neck, how much difference in tone (depth) is there between a .038 and .036 gauge string?

The .036 is slightly thinner, as you'd expect.
And because of the reduced tension, slightly warmer.
Both effects really quite marginal, IMO.
It'll play with pull timing, however.
Slacker strings move pitch faster.
If you're one of those guys that need every pull timed perfectly (my first two guitars were pull-release and push-pull, I don't need perfect), you'll notice it in your feet more than your ears.
