You'll see this sort of thing occasionally on eBay, usually from people who have only a vague clue as to what a steel guitar is. There was a Fender pedal steel being offered for $1195 that's been on there twice so far, each time without a bid. These types of guitars usually don't sell, even after a couple of tries.

With no photos of the guitar available, the seller probably won't get any nibbles.
