It means, basically, they don't make 'em like they used to. Fortunately, a large, but diminishing, supply of New Old Stock tubes exists.
Like some of the threads here indicate, the new tubes have high reject rates

"Vintage Tubes": Some brands include RCA, GE, Sylvania, etc. Those are some brands of old American tubes. Mullard is an old British brand...Telefunken is an old German brand...there are many more.

In some cases (like Mullard and Tungsol) the brand name has been bought by a current manufacturer so they can label their tubes with a "vintage name", but they are not really "vintage tubes". Currently vacuum tubes are no longer manufactured in the USA. Most new stock tubes are made in Russia, China, and Eastern Europe.
As Lane said there are New Old Stock, Used old stock or "Vintage tubes" available here for sale, and they are generally pricier than currently made tubes due to diminishing supply. I have seen them from time to time here on the forum, but they are available from tube suppliers like Antique Electronics, KCA NOS Tubes and many more. If you put a search into Google for "NOS Tubes" you can check out availability and prices.
