Is there such a thing as a pedal you plug your steel guitar into and then plug, say, Christmas lights into so that the sound of the steel dims and brightens the lights?

Not a pedal, but there is such a thing as a light organ. You hook the input up to a music source and it controls the brightness of different lights.
It splits the input into 4 or so bands of frequencies and controls the power of each of 4 outputs by the volume in each frequency band. Popular in the late 60's early 70's. I remember building one from plans in a magazine. |

I remember them!! De rigeur for any self-respecting 1970s roller rink.
Didn't some electric "organs" have them built in?
They managed to achieve an odd balance of the cheesy and the cool. _________________ 2 pedal steels, a lapStrat, and an 8-string Dobro (and 3 ukes)

Yeah, I remember those Light Organs . . . could probably find plans for one in an old electronics project book, maybe at the public library.
Rick, you might want to look at lighting effects for Pro Audio. I don't think that is exactly what you're asking about, but you might find something that will work for you. This is not a recommendation, but here are some samples of what I mean:
