The easiest fastest way to put a lever-lock on a steel is to use a bungee cord, or some other material with a little stretch and a way to lock it in the desired position.
I have seen a guy use a bungee cord to lock his LKR in the enguaged position by running it to the front right leg of his steel.
Many new S12U players are also new to the 6th tuning, and like to practice 6th stuff for hours and hours. It's nice to lock the lever during those 6th tuning practice sessions.
A mechanical solution could be fabricated, also. I am not sure if Carter supplies a mechanical lever lock.
I have my E lowers on RKR, and have found these straps work great to lock the lever to the right back leg of the steel. They are available at many outdoor/back-country ski shops for a few bucks (when I bought mine, they were black).

That's exactly the type of thing I was thinking of.
I would guess many an S12U player could fabricate a lever-lock without leaving home.
