Yes it is a strobe tuner, 4 sets of lines and when you tune to where they are still, your in tune. I have mine set to E9 and hit one button for C6. Very simple to use and its on the money. Ron

Peterson Strobo Flip. They are $199 to $210 at places like Guitar Center, Sweetwater, Steel Guitar Nashville.

Runs on batteries or AC power supply. Super accurate. It comes with the power supply, bracket and contact microphone for acoustic instruments.
