if you don't have a raise and/or lower on a given string do you 'snug' up the finger (both raise and/or lower) to the deck with the adjust screws for optimal contact? I've done that with my lowers but realized I didnt on the raises.

It depends on whether or not there's another string being activated by the pedal/lever.

If there's only one string change on the pedal/lever, I'd get the collar fairly close to the bellcrank swivel. But if there's another string being changed, I'd leave a space with a shock spring on one or the other changer rods, in order to time the pulls so that they'd both reach their destinations at approximately the same time.

Herb... i dont think were on the same page, I'm meaning when there is NO push rod on push finger and/or NO pull rod/wire on a pull finger i.e. no change on the string, therefore adjusting the respective tuning allen screws at endplate permanently in till finger snugs against deck. Of course push fingers are already held against the deck with the big springs, but the additional contact of the tuning screw would seem to be a good thing.

Steve, the answer is no. Forcing that lower finger up against the body with the lower screw serves no purpose but to create a dig in the wood, and cause a dampening of the body vibrations.
The sufficient spring tension to hold it against the body would be all you need. Nothing is gained by cranking in the lower tuning screw. As for the raise finger, you would be adding stress to the body via a tighter angle on the raise finger and that would result in a stiffer feel to that particular string which may put it out of balance, volume-wise, with the rest of the tuning. Rule of thumb imho is to adjust a non-raise about 1/3 of the way back from zero(against the body).
