The 3 screws that attach the pickup mounting plate to the top of the neck should be spring loaded, and the 4 screws that hold the pickup lower plate to the mounting plate should not.

If the aforementioned 3 screws do not have springs, the pickup will flop.

You can also use small pieces of rubber tubing (http://www.stewmac.com/shop/Electronics,_pickups/Pickups:_Parts/Pickup_Spring_Tubing.html?actn=100101&xst=3&xsr=1218) instead of the springs, or a piece of soft foam under the pickup.
Each of these methods will allow the pickup to touch the head of the screws, preventing it to float...

Spring mounting a pickup is the most common way.
If you want a better contact with the instrument body you may put a shim of wood between the body and pickup and then tighten the screws. No springs are needed in this case.
Of course, the height of the shim must allow the pickup to get the proper heigh, so several attempts may be required....
