just starting out, would someone teach me to read tablature for E9 ten string pedal steel? Also has any one used flat wound strings if so how did they sound?

HI Bob, it's not as hard as it looks. The ten lines represent the ten strings of your guitar. The numbers represent which fret the note is on and an a,b or c are your pedals. e is your knee lever that lowers your 8 and 4 strings, f raises them. d lowers your 2 and 9 string. Sometimes you'll see L for lower or R for raise. Go here and look at some tabs with the sound sample for songs you know and follow along, you'll be able to see how it works. Keep in mind that there's no standard for tab symbols so you need to know what your pedals and levers do so when you see a symbol on a line you'll be able to figure it out if it's different. I'm sure others will offer more help soon.

Flat wounds on steel?..... I reckon after the first day all the newness would have gone out of the flat wounds, and from day two the sustain on your steel will be pretty much non-existent......
Even on normal guitar the guys use them to get that 'woody' sound, with a very short sustain, for the jazzy stuff.
