I think it depends on the pickup and the amount of volume you want to produce. More information, please. Have you tried contacting the manufacturer of whatever pickup you're considering?

But I don't know of any of the dobro pickups that function without a preamp, either onboard the guitar, or a separate unit.

a Dobro guitar is one of the most difficult instruments to amplify… you should really check out the new Jerry Douglas electronics that are available.
