Some of you have probably seen this already, but I just stumbled upon it and really dig it. The only thing is, the caption says it's Alvino Rey, and i'm just not totally convinced. It would make sense, especially with the big band element, but can anyone varify for sure that that is Mr.Rey!

Here's Alvino from roughly the same era; doesn't look anything like him to me.

It isn't Roland Peachy or Roy Smeck. Other than that, I can't help you.

the only similarity I see is that the steel player raises up his right arm pretty high after strumming, much like Alvino did.

That's Lew Green on steel guitar. He was an orchestral player who played with Ferde Grofe and other orchs of the era. He also played through Epiphone amps like the one shown. I have 2 pics of Lew Green that would serve as pretty convincing proof.
