Here is my latest project, I had a hard time taking pictures without glare. I made all the metal parts in my shop also. I have miniature press brake dies that fit in a vise.

Yes it's a full 1" stainless steel bar. the cut out is in the neck, and the fits perfectly in the recess. The bar rests on the body. Very simple and very effective.
I started out playing pedal steel, but I have an artificial hip and working my left leg on pedals and knees are not real smooth. I started playing lap, but felt awkward in my lap. So I took my ideas from pedal steels to build a console style steel.

They are indeed a little longer, I used Grover 106C rotomatic 18 to 1 locking tuners. Beings they have an end that turns they are a bit longer. If you look, my low A and high G are shorter than the rest. Beings the 106C Grovers only come in set of 6 I used 2 Grover star tuners I had so I didn't have to buy another set of 6 just to use 2. The length doesn't interfere with anything, so it works out good.
