Here's a description of this steel from Tom Baker of Sierra Steel Guitar Company (& used with his permission) based on a photographic appraisal from 08/12/2008:

Thank you for all the detailed pic's of your guitar.
This guitar was built in 1981 with a triple-raise/ double-lower changer. Burl-mica in color, early single-row magnet triple-range pickup.
The guitar's copedant is set-up for 7 pedal/ 5 knee-levers. The knee-levers are folded up under the guitar. (LKL, LKR,RKL,RKR) the (Vert./UP KL) appears to be missing.
This off-set knee-lever would attach to the vert./crank where you can see a wing-nut, just to the other side of the LKR.
The Pedal 8 (changes/ as per std. set-up) have been moved to the P.4 position / and the pedal/ cross-shaft assembly has been removed from the P.8 position leaving the pedal (hanging) on the pedal-rack.
