I want to bid on this but am out of my element with these. I will have to get a bag so ho high should I go?

You should be able to find one with a case for the same price locally. Look at craigs list. That one looks good it has the slotted headstock. I don't think you can buy a new Regal with a slotted headstock. A friend of mine bought one and it was set up very poor and needed bridge inserts, they where just glued in place and not bottomed out in the groove. They where arched as if to accommodate a radiused finger board. The tension screw was glued so it could not be moved at all. After some set up it sounds very much like my OMI Dobro with a JPQ cone. With a little bit of work they can be good players.
