low to high:
    D
    C#
    B
    E
    G#
    B
    E
    G#
    D#
    F#

    Its basically open high E in the middle with 2 sets of out of order strings on the periphery.

basically E13 but, the D# is a red herring and would clash with the D natural. So it's kind of an E13 meets an Emaj7 add 9/13

It looks half upside down. Is the D lower than the C#? I'm confused. Confused

That's because it is upside down b0b. Or at least inside out. Whoa!

The D and C# are higher than the B on string 8. So its like E9 (minus the lower F#) but with another set of out of order strings on the bottom.

I'd call it E9 chromatic, then. Naming it after a chord would be too confusing.
