I see so many old Buds with everthing polished to such a high gloss! whats the best way to polish minor scratches & nicks out of the chrome plated legs?

I suppose you could try a buffing wheel. But chrome is extremely hard, and nicks and scratches probably won't actually come out. Good cleaner and polish, like Mother's, will shine the chrome up though. In Cleveland, there are several plating/polishing shops that take small jobs. I'd get them stripped and re-plated.

Click on this website. Don Burrows makes and sells
new legs cheaper than you can have them re-chromed.
