24-bit GarageBand?

Is GarageBand in iWork '08 capable of doing pro-level recording now that it can record in 24-bit mode?

Yes, the newest version of GarageBand can record in 24-bit, but if you're working at the level where you really care if it's 24-bit or not, then you'll probably be happier mixing and editing in something more capable and versatile, like Logic Express, or Logic Pro.
