I've measured the movement of the 4th string full-tone raise on my Marlen.
As it is a pull-release system, the finger is one-piece, and therefore it's very easy to get an accurate measurement.

Check that the nut rollers are free to rotate

Have you changed from a plain 6th string to a wound 6th string ?
If so, you will definitely need more pedal travel to accommodate the 6th string lower.

Counterintuitively, you may have to slacken the Lower Return Spring. (A too-tight spring can cause the changer finger to pivot on the lowering rod nylon tuner]

On my PushPull I lower the wound sixth string a full tone, which is a lot of travel for the return spring. The effort required to activate this lower increases as the finger progresses to its stop.
